Antiques Pricing Collectors

for those knowledgeable in antiques?
I’m a beginner collector & have an opportunity to buy this lamp-type thing, and the seller does not know how old it is. The prices is cheap, but still I want to make sure I’m not buying junk. Here are some pictures:

Anyone know the time period of it or an approximate value?
The seller doesn’t know anything about antiques, they got it from their 80 year old mother.
I often see on Antique Roadshow, people bought things like that from people that thought is was old junk, and it ends up being worth a fortune. That’s what I’m trying to attain =)
I wish that I could help you. I looked through all of the Y-answer categories and did not see one about “Antiques and Collectibles”. There should be one.Every day I see a question like yours.I always tell people to ask their local librarian with help locating books and periodicals on the subject. There are identification and price books on many types of items. That is how the dealers come up with their prices.
